SPECIFICATIONS, PROBLEMS, DEVELOPMENT TRENDS AND DIRECTIONS OF THE REGULATION
OF THE LABOR MARKET IN RUSSIA

Background. In modern conditions, when the human potential of the subject of industrial and commercial activities is a critical factor in economic development, there is a constant complication of the structure of the labour market, transformation
of the mechanisms of interaction between employer, employee and the state. Today Russia is an urgent task of technological modernization of the production sector, increase of competitiveness of Russian production on the domestic and world markets.
The solution to these problems is impossible without qualitative changes in the labour market, modernization of the management mechanisms of the human potential of the country as a whole, and each organization individually. The purpose of the
study was to analyze changes in the labor market of the Russian Federation, to identify problems in this area and propose solutions. The relevance of this study is indisputable, since without new approaches to the management of human resources
there is no possibility to significantly improve the state's economy.
Materials and methods. Implementation of the tasks was achieved through analysis of statistical information, describing trends in the labor market in Russia for the past seven years. As research methods, the authors used techniques of economic
analysis and evaluation.
Results. The study of statistical data on working age population; labour productivity; average wage by main sector of the Russian economy; levels of employment and unemployment have been identified, the specific characteristics and labour market development in the Russian Federation in recent years, as well as analyze the mechanisms of state policy in the sphere of employment.
Conclusions. The article presents the main directions, which should develop the system of state regulation of the labor market: improving the mechanisms of functioning of state institutions; employment quotas; modernization of the vocational training system; application of state programmes to improve labour mobility, programmes for social security of the population, the prevention of unemployment in the country, the fight against the shadow economy. The authors emphasize the importance and necessity of perfection of mechanisms of state regulation of migration flows that would not arise massive illegal flows, as in some countries of Western Europe, which will create a threat to the indigenous population of Russia, complicate the socio-political situation in the state.
